Fire Hydrant Shoveling This Winter
The Fire Department does their best to locate and remove snow from around fire hydrants. Assistance from residents is greatly appreciated.

The City of Lynn is asking residents to keep safety in mind when clearing snow from around their homes. See the next Tab for Winter Safety Tips.

The City of Lynn would like to remind homeowners to remove snow from exterior vents connected to heating appliances. Carbon monoxide, a poisonous gas, is known as a silent killer because it is colorless, odorless, and tasteless.  Residents are reminded that when clearing snow on their properties they should also check for possible snow build-up around exterior exhaust vents attached to fuel-burning appliances and heating systems such as fireplaces and furnaces. Blockages in these vents can cause carbon monoxide to accumulate inside a home.

Winter Safety Tips

During Extreme Cold Weather | Extremely cold temperatures and wind chill are forecasted.  Please use care:

- Minimize outside activities, particularly the elderly and very young.  Also consider your pets.

- Dress in several layers of loose-fitting, lightweight clothing, rather than a single layer of heavy clothing.  Outer garments should be tightly woven and water repellent.

- Wear a hat, mittens (rather than gloves) and sturdy waterproof boots, protecting your extremities.  Cover your mouth with a scarf to protect your lungs.

- If electricity is lost for an extended period of time, a snowbank in your yard can become a makeshift freezer for food.

- Excessive exposure can lead to frostbite, which is damaging to body tissue that is frozen.  Frostbite causes a loss of feeling and a pale appearance in extremities, such as fingers, toes, ear lobes or the tip of the nose. If symptoms are detected, seek medical help immediately.

- Hypothermia can occur in extreme cases.  The warning signs are uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness and apparent exhaustion.  If the person’s temperature drops below 95 degrees, seek immediate medical care.

- When utilizing alternate heating sources, such as your fireplace, wood stove or space heater, take the necessary safety precautions.  Keep a fire extinguisher handy, ensuring everyone knows how to use it properly. Test smoke alarms.

- If you lose your heat, seal off unused rooms by stuffing towels in the cracks under the doors. At night, cover windows with extra blankets or sheets. Food provides the body with energy for producing its own heat.

- To keep pipes from freezing, wrap them in insulation or layers of newspapers, covering the newspapers with plastic to keep out moisture. Allow a trickle of warm water to run from a faucet that is farthest from your water meter or one that has frozen in the past.  This will keep the water moving so that it cannot freeze.  Learn how to shut off your water if a pipe bursts.

- If pipes freeze, remove insulation, completely open all faucets and pour hot water over the pipes or wrap them with towels soaked in hot water, starting where they are most exposed to the cold.  A hand-held hair dryer, used with caution, also works well.

 - Be a good neighbor. Check with elderly or disabled relatives and neighbors to ensure their safety.

- Preventing Potential Roof Collapses | With the significant amount of snowfall seen in Lynn, residents and property owners should be mindful of the potential risk of roof collapses.

While most commercial and residential roofs are designed to handle loads in excess of what currently exists on rooftops, the current snow pack and potential for additional precipitation does increase the risk of collapses or other structural damage to properties.  While there have been few issues reported in Boston, there have been several reports of roof collapses across the Commonwealth.

Large, flat roofs are at greatest risk, especially those that are not properly draining.  Property owners should be attentive to excessive snow accumulation, ice dams, and poor drainage on rooftops.  For flat roofs with an existing ponding problem; a professional should be called to check the snow load and advise for the snow removal procedure if required. (Ponding is the collection of water which usually indicates a structural problem that can worsen with weight.)

Homeowners and building owners who have concerns about excessive loads and/or the structural integrity of a property, should contact a professional/licensed contractor for assistance. Removing snow from a rooftop can be extremely dangerous, so it is best to rely on professionals.

Snow Emergency Parking Regulations will be strictly enforced. All violators will be subject to fines up to $200 and /or towing.

THE CITY OF LYNN ORDINANCES REQUIRE ALL PROPERTY OWNERS TO REMOVE SNOW AND ICE FROM THEIR SIDEWALKS TO ENSURE PEDESTRIAN SAFETY.

PLEASE NOTE:

- If the snow ceases falling in the daytime (7AM - 6PM) it is your responsibility to see that the snow accumulated on the sidewalk shall be removed within four hours.

- If the snow ceases falling in the nighttime (after 6PM) it is your responsibility to see that the snow accumulated on the sidewalk shall be removed before 10:00 p.m. the following day.

- Property Owners are responsible for making openings in snow banks between the streets and sidewalks at crosswalks, street corners and bus stops.

- If your mailbox is erected at or near a gutter line, make sure it can withstand snow clearing efforts. Also, the US Postal Service will not deliver mail if your walkway is not cleared.

- If your home or business is on a corner, please shovel a wide opening and help pedestrians get onto the sidewalk safely! Ask yourself if the path you cleared is wide enough for someone using a stroller or wheelchair to get through.

- Please make sure that ice is also cleared or melted from the sidewalk.

- If you fail to comply with the city’s sidewalk clearance ordinances or if you throw or dump snow from your sidewalk into the street, you will be issued a fine for such violation. After an additional 24 hours, if you have not complied with the ordinance, you will be issued an additional fine.

Snow Emergency Parking | Updated For 2017

Vehicles parked on streets and sidewalks are subject to ticketing and towing. An announcement will be made when the parking ban is lifted. If your car is towed it will be $155 tow fee plus a $150 ticket. There is a $35 storage fee per day that your car is held at the tow lot. It is strongly advised that you find off-street parking during a snow emergency. The tow lot is located at 40 Federal Street behind the Fire Department Headquarters at 725 Western Avenue.

Snow Emergency Parking At Lynn Public Schools

Limited Parking Is Available At All Lynn Public School Lots During A Snow Emergency.

Parking is also available at the Ellis Street Municipal Lot (School Street side) and the MBTA Garage at the intersection of Broad and Market streets (parking charge of $4 per vehicle).

Please note that vehicles left at the school sites must be removed at the conclusion of the snow emergency.  If the snow emergency ends after 9 PM, cars must be removed by 6 AM the following morning or be subject to ticketing and/or towing.

Alternative Parking Options

Parking is also available at the Ellis Street Municipal Lot (School Street side) and the MBTA Garage at the intersection of Broad and Market Streets (parking charge of $4 per vehicle).

Designated snow parking lots will be opened for residents to be able to move their vehicles to off-street parking. Vehicles must be removed promptly from these lots at the end of a snow emergency parking ban or will be towed.

Vehicles parked on public streets and sidewalks during a parking ban are subject to a $150 parking ticket and $155 tow fee. Additionally, there is a $35 a day storage fee if your vehicle is towed.

HOMEOWNERS and RESIDENTIAL PROPERTY OWNERS BUSINESS and COMMERCIAL
PROPERTY OWNERS*
SNOW MUST BE REMOVED BETWEEN SUNRISE AND SUNSET, WITHIN 10 HOURS AFTER SNOW HAS FALLEN AND MAINTAINED THROUGHOUT THE DAY. SNOW MUST BE REMOVED BETWEEN SUNRISE AND SUNSET, WITHIN 3 HOURS AFTER SNOW HAS FALLEN AND MAINTAINED THROUGHOUT THE DAY.
A CLEAR, FULL, PAVED PATH THE WIDTH OF THE SIDWALK MUST BE PROVIDED FOR PEDESTRIANS WITH A MINIMUM WIDTH OF 42 INCHES. A CLEAR, FULL, PAVED PATH THE WIDTH OF THE SIDEWALK MUST BE PROVIDED FOR PEDESTRIANS WITH A MINIMUM WIDTH OF 42 INCHES.

Snow Plowing Applications Available | Winter 2018

SF

Lynn DPW is now taking applications for snow removal equipment with operators interested in snow plowing. The rental agreement is on an as-needed basis with the hourly pay dependent on size of vehicle and type of accessories included.

To obtain application please come to the Department of Public Works, 250 Commercial St., Lynn, MA or call (781) 477-7099 or (781) 268-8000 ext. 6792

Pay rates range from $75 to $190 per hour for equipment with operator.
4 Wheel Drive is required for vehicles up to 18,000 LBS.

Please note, a copy of your drivers license and a current W-4 form are also required with your application.

Reporting A National Grid Electric or Gas Problem or Outage

If your electricity goes off please notify National Grid at (1-800) 465-1212

You will be connected with an automated system which immediately alert National
Grid as to your outage.

If multiple residents in your area call it will immediately alert National Grid to a more widespread outage.

It is very important that ALL residents experiencing an outage call National Grid immediately when an outage occurs so that prompt repair of the problem can begin.

Please do not call the Lynn Police or Fire Departments to report an outage unless you have an emergency. Dial 911 in case of emergency.

Please visit the National Grid website for helpful information on preparing for power outages and storm situations.
